I have just came of the trail run after 1 week and got the full membership but i still can't setup the car the parts are still locked anyone know why this is.

The reason you can't set the car up is because you are rubbish.

you use spec car
go on car set-up and choose Load car ..
In this window there is your set-up click where is write your class name and choose a class where isn't write SPEC
